Team Overview
The Regulatory Operations team at BlackRock designs, implements, and supports the firm’s regulatory reporting obligations. Our solutions aim to:
- Meet regulatory reporting requirements
- Scale across all BlackRock’s business areas
- Satisfy internal audit requirements
- Ensure complete and accurate reporting through appropriate controls
Responsibilities
As part of the Regulatory Operations team, the Citizen Developers will:
- Use Python and SQL to implement automated controls for major G20 regulations, including EMIR, MIFIR, and SFTR
- Follow a full development lifecycle and guide fellow developers
- Help formalize the build, release, and deployment process of Python applications
Qualifications
The ideal candidate will:
- Work closely with business areas to build efficient and modular controls
- Have a solid grasp of Python, ideally in a financial environment
- Be able to code in an object-oriented manner
- Have experience in unit and end-to-end testing of Python
- Use code repositories (e.g., Azure) and GIT
- Possess knowledge of SQL and experience analyzing large data sets
- Have intermediate Excel skills
- Be able to capture requirements from business users
- Be a self-starter, adaptable, and willing to learn from other technology teams
Preferred Qualifications
- 1 to 4 years of prior experience
- Experience building controls and accuracy checks in any software environment
- Ability to navigate large and complex database models
- Collaborative and good interpersonal skills, with a history of training team members
- Attention to detail, action-oriented, and willingness to roll up sleeves
- Passion for learning and deploying solutions in AI/GenAI
- Knowledge of asset management regulations (e.g., EMIR, SFTR, MIFIR)
- Familiarity with regulatory costs and periodic filings (e.g., AIFMD, ADV, KIIDS)
- Experience with Snowflake

Hybrid Work Model
BlackRock’s hybrid work model promotes collaboration and apprenticeship while supporting flexibility. Employees are required to work at least 4 days in the office per week, with the flexibility to work from home 1 day a week. Some roles may require more in-office time due to their responsibilities.
